Meeting Minutes
November 14, 2005
Meeting opened at 7:05 p.m.

Mr. Brown presented the 2006 Highway Department budget to the Committee members.
Garage Heat requesting $6,500.00, increase is due to adding a mechanic that is in the shop all day.
Telephone requesting $1,500.00 same as 2005
Electricity requesting $3,300.00 same as 2005 but increased from 2004 due to adding a mechanic.
Shop Repairs requesting $1,000.00 same as 2005, for garage doors, roof requires repair, warranty needs to be reviewed.
Gas/Diesel requesting $61,300.00, (Diesel is budgeted 22,000 gal @ $2.75 per)($800.00 for gas purchased at Evans or Mobile)
Supplies requesting $23,815.00 increased by $3,815.00
Parts requesting $3,400.00 increased by $7,000.00
Salt requesting $24,555.00 decreased by $3,965.00, a list of roads designated for low salt will be published
Culverts requesting $6,759.00
Signs requesting $1,000.00, National Standards requires all street signs to be replaced by 2011
New Equipment requesting $3,000.00, replacing one wing
Bridges requesting $1,000.00, the Committee discussed the possible liability of the footbridge located down at Riverside Park, demolition was discussed.
Uniforms requesting $4,100.00
Guardrails requesting $5,000.00, Mr. Brown will look into purchasing used guardrail and having the crew install it ($2,100.00 for Poverty Plains and $2,900.00 for Schoodac Road), if used material cannot be obtained the guardrails will not be installed.
Safety Programs requesting $1,500.00 (drug & alcohol testing & safety protection gear)
Fire/Intrusion Alarm requesting $720.00
Line Stripping requesting $4,200.00
Calcium Chloride requesting $3,000.00
Outside Repairs requesting $15,000.00, emergency repairs
Committee members discussed with Mr. Brown the affects to the budget if an outside source was contracted to help with the plow routes. The Committee asked where is the savings by having a full time mechanic. Mr. Brown explained that the savings are in the preventative maintenance.
Silver Lake Dam requesting $200.00 for maintenance.
Paving
$40,000.00 for Poverty Plains Road
The bulk of the money will be used for maintenance
Newmarket Road, an inch shim will be laid from just beyond the bridge to Retreat Road, then an overlay up to about Howe Lane.
Melvin Road from the intersection of Collins Road to Bible Hill Bridge will be shimmed.
Mr. Brown and Mr. Mical are applying for Hazard Mitigation Funding for the reconstruction of Roby Road in 2006; the funding is a 75/25 match. This is all possible because the Town of Warner has an approved Hazard Mitigation Plan. There is national competition for this funding.
Block Grant
Winter Sand requesting $11,915.00, also on the Long Sheet $12,100.00 is budgeted for winter sand for a total of $24,000.00
Projects slated for 2006:
Finish Poverty Plains Road and general road maintenance, and 250’ of Bean Road, yet to be approved by the Board of Selectmen.
The Mill Street project will cost approximately $588,000.00 in conjunction with the Precinct as quoted by Provan & Lorber. The project has not been scheduled.
