Meeting Minutes

December 5, 2005

 

Meeting opened at 7:01 p.m.

In attendance: Mike Cutting – Chairman, Chris Perkins, Jere Henley, Marc Violette, David Karrick, Pete Newman and Harold Whittemore

Richard Brown – Fire Chief

Wendy Pinkham explained that the Conservation Commission has received $36,381.54 to date in current use penalties. There is one outstanding penalty in the amount of $7,890.00.

The cost for demolishing the footbridge located at Riverside Park still needs to be obtained by the Selectmen.

The Committee learned that the Town Administrator will be working with the Director of Public Works regarding the replacement vehicle for the 86 Mack.

The Committee asked about the status of the Odd Fellows building. Selectman Cook explained that Mr. Closs has until the end of the purchase agreement, December 30, 2005. Mr. Closs has been involved with the Parking Committee and has determined that at least 40 parking spaces are needed if the building is developed for office space. Changes to the school property have been proposed and submitted to the school district.

Fire Chief Richard Brown presented the Fire Department 2006 budget.

Salary/Fire Wages need to be determined, 400 calls were answered to date, the hours have increased by at least 300 hours from 2005

Fire Expenses requesting $1,000.00, expenses directly related to a fire i.e. food, items missing etc.

New/Replace Equipment requesting $21,000.00, new gear includes helmets, coats, pants, boots, 800’ of 4" hose, new air cylinders new nozzles and a new scoop and backboard.

Supplies requesting $1,200.00

Maint. Trucks requesting $9,500.00, includes chains for engine #2, regular maintenance and fuel

Care of Station requesting $6,000.00

Radio Repairs & Equipment requesting $5,000.00, Mr. Brown explained that there is an inability to communicate between Fire & Police because the Police went digital.

Training requesting $4,000.00

Telephone requesting $2,200.00

Fire Prevention requesting $1,200.00

Dispatch Service requesting $17,539.00, decreased with the addition of Derring and Hopkinton to the mutual aid system

Medical Supplies requesting $7,000.00, upgrade of a de-fib machine obtained from Concord Hospital

Equipment Maintenance requesting $3,000.00

The Selectmen agreed that funding will not be requested for the Forest Fire Expendable Trust this year; currently there is $46,000.00 plus interest in the fund. Mr. Brown does not agree that the fund is sufficient. The Selectmen intend not to fund for 2006 only.

The Selectmen will propose a warrant article in the amount of $100,000.00 for the Building/Renovation Fund. Mr. Brown plans on completing a study.

The Committee asked Mr. Brown if the Selectmen or the Director of Public Works has contacted him regarding any roads that may concern him. Mr. Brown explained that one of the most important roads is Bean Road which is used as the main access to the Waterloo area because it is closer to the station, Mr. Brown recommends paving Bean Road.

The Committee asked if Mr. Brown has been involved in discussion regarding an additional access road to Kearsarge Mountain Road. Mr. Brown explained that there has been no official discussion.
