Minutes of a Meeting

Warner Planning Board

Master Plan Committee

Monday, November 17, 2008

The meeting was called to order at 7:25 PM by Chair Paul Violette at the lower meeting room of the Warner Town Hall .  Members present included:  Hank Duhamel & Harold French.  Also present were:  Sharon Wason and Emily Norton from the Central NH Regional Planning Commission in Concord .

Discussion was held regarding the upcoming “Visioning Session” slated for Monday, December 8, 2008 at 7:00 PM .  Sharon Wason handed out an outline pertaining to the session that listed a number of specific tasks that needed to be addressed and presented to the persons attending the meeting.

The proposed agenda for the December 8th session was discussed and will be:

1.     Explanation of what a Master Plan is under NH Law.

How the Master Plan is used.

How it cannot be used.

Ground rules for the evening.

What will be accomplished.

The next steps after this session.

2.     PowerPoint presentation of position papers that briefly explain trends and changes.

Demographics (population trends).

Survey results (brief overview)

Transportation (counts/accident data).

Natural Resources Inventory (NRI) (brief overview).

Where development has occurred.

Hazard Mitigation Plan (brief overview)

3.     Strength, weakness, opportunities, threats (SWOT) analysis.

4.     Consensus building.

5.     Next steps.

The committee talked about the meeting on December 8th being the initial session and that others would follow, most likely after the 1st of the year.  The committee’s plan is to hold additional sessions, targeted at various groups within Warner; such as:  Men’s Club, Women’s Club, Warner Business Association and potentially other groups.  The thought being to gather as much input as possible.

Emily Norton handed out copies of all comments received for each question included in the Warner Community Survey that was conducted during July and August.  The committee spent some time reviewing and discussing the results with Sharon and Emily.  There appeared to be wide-ranging comments on each survey question.  Analysis was also provided regarding percentage of responses for two of the questions, one regarding expansion of commercial zones and the other responded to, “If new zones were created, where in town should that occur”.

The committee then talked about notification posters and cards to advertise the upcoming session.  Sharon will make post cards that can be mailed to individuals and also will create 11” X 17” colored posters that will be posted at the Town Hall, Post Office, Library and other appropriate high-traffic areas.  Notification for the session will also be posted under “Announcements” on the Town of Warner Website.  We will ask the Town Administrator to also notify all town departments of the session via e-mail.

Hearing no other business to be conducted, the meeting adjourned at 8:55 PM .

The next meeting will be held on Monday, December 8, 2008 at 7:00 PM .

Respectfully submitted,

Paul Violette
