WARNER PLANNING BOARD WORK SESSION

LOWER LEVEL OF WARNER TOWN HALL

 

After initial meeting, individuals divided into two areas of the meeting room for their individual meetings. The other group worked on the Master Plan. 

BOARD MEMBERS REVIEWING REGULATIONS

7:30 PM Roll Call for Planning Board members for Regulation Change work session

            Present:  Ed Mical, Rick Davies, Dave Hartman, Dan Watts and Barbara Annis

Absent:  Robert Ricard 

Barbara Annis chaired this group. Rick Davies took minutes. 

General Comments – Rick provided a copy of IBC 2006 definition of “Building” and “Structure”. Also provided copies of other towns definitions of the same which can be referred to when definitions are reviewed at future meetings. 

Reviewed current Warner Building Code Ordinance and worked on a draft with changes as follows:

1.      Leave revision dates on cover, but delete duplication on page #1. Leave three remaining lines as an overview with increase font and left justified.

2.      Leave Article I

3.      Article II:

a.       Delete A (except last sentence is new A2)

b.      Insert new A as Barbara proposed.

c.       Delete A1, change existing A2 to A1 and change wording

d.      Leave B

e.       Leave B1

f.        Change B1a to B2

g.       B2 leave for now but Rick and Ed will research “Chimney” in Code book.

h.       Agreed to delete existing B3, B4, & B5. Code covers these issues.

i.         Leave B6, B6a & B7 as-is.

j.        Delete B8. Covered by Electric Code.

k.      B9 change wording to clarify.

l.         B10 leave as-is.

m.     B11 change wording deleting “sketch”

4.      Article III – delete article

5.      Existing Articles IV thru IX leave as-is, but renumber

6.      Add A2 (see above)

7.      Need to research to see if the NH Energy Code form on the Town Building Permit is referred to elsewhere.

8.      Added A3 for Occupancy permit required

9.      There was discussion on adding an item for exempting certain small structures from building permit requirement.  Item A4 would be added for this pending research.

10.  There were questions about having “driveway” language, but this may be on Building Permit application. Ed will research.

11.  Barbara will relay details of proposed changes to Jean to create a Draft.

12.  In addition, it was discussed that the town should be asked to consider updating its Building Code.
