Allan Brown met with the Selectmen to discuss 2006 road projects:

1,500 feet of Poverty Plains Road from Courser�s pit to Schoodac Road will be paved (negotiations with Map 7 Lot 58-1 regarding the right-of-way still needs to be completed).

Newmarket Road, from the schoolhouse to Retreat Road, ditch and shim. From Retreat Road to Howe Lane ditch, clean catch basin, shim/overlay and repair guard rails.

Melvins Road, 1,200 ft of repair on the steep hill (rebuild).

Schoodac Road repair, frost heaves in two areas.

Clement Hill, repair frost heaves.

Bilble Hill, Colby Lane, culverts.

Bean Road, complete 300�.

FEMA, culvert on Henniker Road, culvert on Horne Street intersection (right-of-way may need to be surveyed), rip rap around culverts on Bean Road, asphalt replacement on Joppa West, repair asphalt on Iron Kettle, and Gore Road bridge repair (separate FEMA grant)

Currently applied for but not granted (FEMA), is intersection of Parade Ground and Joppa, more repairs on Horne Road.

Possible repairs at Riverside Park.

Above list is not in a priority order and may change based on weather conditions

Mill Street Project: Allan Brown has reviewed the preliminary cost. Mr. Brown recommends that the Precinct share in some of the cost of at least six items, for example engineering, mobilization & demobilization, storm water mapping, and reclamation costs. An informational meeting for the residents of Mill Street is scheduled for March 9, 2006.

Barbara Annis met with the Selectmen to respond to a letter from Mr. Klinedinst that was submitted to the Selectmen and asked to be read into record at the February 28, 2006. The letter was about the Planning Board�s work session meeting minutes, Mr. Klinedinst, after attending a work session left with the impression that meeting minutes were not taken. Mrs. Annis feels that the letter should have been discussed in a non-public session as allowed by RSA 91-A:3 II (c). Mrs. Annis clarified what she feels to be errors within letter. The letter referenced that there were 5 Planning Board members present during a work session. Mrs. Annis clarified that there were three Planning Board members present and two alternates along with 4 members from the Zoning Board and 2 alternates. Mr. Klinedinst also stated in the letter that there were presenters from the State present, they were not. Mr. Klinedinst was correct about meeting minutes not being recorded by a recording devise. Mrs. Annis was taking meeting minute notes during the work session, which were available in the Planning Board office within 144 hours. Chairman Eigabroadt did retrieve copies of the work session meeting minutes in preparation for a response to Mr. Klinedinst. Mrs. Annis does not understand the disagreement and noted that Mr. Klinedinst did not ask the Planning Board secretary for copies of minutes. Mr. Klinedinst used the Town�s website. The Planning Board has accomplished positive steps i.e. Charette, Corridor Study etc. Mrs. Annis would like a public apology. Selectman Cook commented that he feels the Board made a mistake reading the letter into the record before a full review of the contents, there was misinformation and in the future the Board of Selectmen should review a complaint before it is read into the record.

Barbara Annis explained that she understands that the Zoning Ordinances presented in the Town Report are correct.

Ken Klinedinst commented about Mrs. Annis� previous statements regarding the letter that he submitted to the Selectmen. In reference to the members of the Planning Board, alternate members attending a meeting are considered members resulting in a quorum. During the work session Mr. Klinedinst said that he asked Mrs. Annis who is recording the minutes and she stated that it is a work session, she never said that she was recording the minutes. Mr. Klinedinst noted that attendees at the work session were not introduced. The reason that Mr. Klinedinst did not ask the Planning office for meeting minutes is because he understood that minutes were not taken. Mr. Klinedinst asked the Selectmen if the website is an official town website. Selectman Hartman explained that it is a Town of Warner website that does not hold any official status. Mr. Klinedinst disagrees, the Zoning Board, Planning Board, Selectmen meeting minutes, Selectmen work session minutes and Budget Committee meeting minutes are on the website. Selectman Cook explained that meeting minutes are not required to be placed on the website; it is at the individual Boards discretion. Selectman Hartman recommends a disclaimer should be noted on the website that the documents are not to be considered the official documentation of Town records. Mr. Klinedinst will offer in writing to the Selectmen a formal apology with the understanding that there are Planning Board work session minutes in the office, and that the website as he has been told by the Selectmen is not an official Warner website and there should be a disclaimer.

Simonds School submitted a request for $475.00 from the Bartlett Fund to help support a performance of "Alice of Wonderland". Selectman Cook made the motion to approve the Bartlett Fund request in the amount of $475.00. Selectman Hartman seconded the motion. The motion passed.

Selectman Cook made the motion to approve an Elderly Exemption for Map 7 Lot 70. Selectman Hartman seconded the motion. The motion passed.

Selectman Cook made the motion to approve Veteran�s Tax Credit for Map 18 Lot 22-1. Selectman Hartman seconded the motion. The motion passed.

Administrator�s Report

Assessing � Martha Mical has informed the Town Administrator that pickups will begin on Monday, March 13th.

Highway Department � Five interviews were conducted for the Highway Department position on Monday, March 6th. Director of Public Works, Allan Brown and the Town Administrator will review the applicants within the next couple of weeks.

Health Officer � Since the passing of Charlie Durgin, Louise Hannon who is the Health Officer Liaison with the State has offered her service to the Town until a replacement is named. Charlie�s sister has delivered the files from Charlie�s house to the Selectmen�s office. Calling hours for Charlie is Thursday from 6 � 8:00 p.m. at the Holt Funeral Home in Contoocook and the funeral is at 10:30 a.m. on Friday at the United Church of Warner.

Ray Martin, Moderator, met with the Selectmen in preparation for the upcoming Town Meeting.

Selectman Cook made the motion to approve meeting minutes dated February 14, 21 & 28, 2006 as corrected. Selectman Hartman seconded the motion. The motion passed.
