Appointed and Elected position descriptions  

Almoners for the Foster & Currier Funds: These funds aid the worthy poor of Warner.  Application is submitted and the Almoners determine if the need is there.  The Foster Fund is set up with the requirement that if the income for the year is not spent by the end of the year the money will go to the library.  This is an elected volunteer position with a 3 year term  

Budget Committee: The Budget Committee reviews the proposed budget for the Town as submitted by the Selectmen and various departments. The result is a recommended budget presented to the public at the Public Budget meeting. Incorporating any changes as the result of the Public Budget Meeting, the budget is then presented to the voters at Town Meeting.  This is an elected volunteer position that has a 3 year term.  The Budget Committee meets 1-2 times a month during the budget process that runs from August to February.  Members are also required to attend Town Meeting.  

Chandler Reservation Committee: The Chandler Reservation is an elected committee that oversees the management of the Reservation. Management activities include forestry, recreation and wildlife. A trail system has been developed which offers great hiking opportunities. A self-guided woods-walk trail has 19 "stations" showing points of interest. This is an elected volunteer position that has a 4 year term.  The Committee meets as needed. 

Conservation Commission:  The Conservation Commission is concerned with the proper utilization and protection of the Town’s natural resources, both land and water. The Commission administers a conservation fund which it uses to acquire conservation easements from willing landowners to protect parcels with exceptional natural qualities. The Commission advises other Town boards on resource management issues. It also undertakes studies from time to time, and conducts public information activities.  This is an appointed position with a 3 year term.  The Commission meets on the first Wednesday of every month beginning at 7:00 p.m.  

Energy Committee: This is an appointed volunteer position that is charged with presenting to the Selectmen various recommendations that will reduce energy consumption within the town.  The Committee meets monthly (schedule yet to be determined).

Parks & Recreation Commission: This is an appointed volunteer position with a 3 year term.  The members will elect a Chairman.  The Commission’s charge is to provide recreation opportunities for the residents of Warner.

Planning Board: The Planning Board is responsible for preparing and amending from time to time the Town Master Plan. The Board recommends programs for development of the municipality, makes changes to the Zoning Ordinance, conducts site plan reviews for major developments, reviews and approves subdivisions. This is an appointed position with a 3 year term.  Planning Board meets on the first Monday of every month as well as meeting on the third Monday for work sessions.

Recycle Committee: This is an appointed volunteer position charged with presenting ideas and recommendations to the Selectmen on how to promote recycling in town.

Selectman: The Board of Selectmen consists of 3 members with staggered terms who are elected to "manage the prudential affairs" of the Town. "Prudential affairs" means the same thing as filling in the details, thus the Selectmen are the Executive, Managerial and Administrative body that does what is necessary to carry out the votes of the towns people enacted at Town Meeting. This is an elected position for a three year term which receives an annual stipend.  The Board of Selectmen meets every other Tuesday beginning at 6:00 p.m.  

Tax Collector: The Tax Collector is responsible for the billing and collection of property taxes and the collection of other taxes due the Town based on warrants provided by the Selectmen. The Tax Collector also computes interest charges on delinquent taxes and places liens on property for non-payment of taxes.  This is an elected position for a 3 year term which receives a salary and benefit package.

Town Clerk: The Town Clerk is the Official recorder of the Town and is the Keeper of the Town's records. Records include births, marriages, deaths, dog licenses and auto registrations. The Town Clerk also performs administrative tasks dealing with elections including voter registrations and ballots. This is an elected position for a 3 year term which receives a salary and benefit package.  

Town Treasurer: The Town Treasurer is responsible for the receipt and disbursement of all funds provided to the town from Federal, State and local sources and the proper accounting of the same.  This is an elected position with a 3 year term which receives an annual stipend.

Trustees of the Pillsbury Free Library:  This is an elected volunteer position with a 3 year term that consists of 9 members who oversee the library’s budget, employees and operation.  The Trustees meet on the third Tuesday of every month unless otherwise posted.

Trustees of Town Cemeteries: This is an elected volunteer position with a 3 year term consisting of 5 trustees who are responsible for the care and maintenance of all town cemeteries.  

Trustees of the Trust Funds: This is an elected volunteer position.  Trustees consist of 3 members with staggered 3 year terms.  Trustees shall organize by electing one member to be the bookkeeper, who shall keep the records and books for the trustees, and shall require a voucher before making any disbursement of funds from said trusts.  The bookkeeper will receive an annual stipend.

Zoning Board of Adjustment: The Zoning Board, established under the Zoning Ordinance, has the power to make variances or exceptions to the Zoning Ordinance. This is an appointed volunteer position with a 3 year term.  Zoning Board meets on the second Wednesday of every month unless otherwise posted.
